No, there have been times where Sasuke was definitively stronger than Naruto and vice-versa. The power-ups have been a back and forth thing. Naruto himself being an Uzumaki throws off the entire theme of them being equal. There are certain things in the manga which make it appear as their equality isnt a plan for the long-term

And? That still wasn't him intending to kill him even if the fox did naruto was still in control he knew what he was doing otherwise he would've beat sasuke in that final clash instead of just scratching his headband.. you still have no counter with Gambunta. Naruto at that point was stronger whiich is one of the reasons Sasuke was jealous and was going to Orochimaru..
