This is apparent by Naruto's and Sasuke's reactions to each other. They are both equally impressed by the other's power, and neither have shown their full power yet.

By feats, sure Naruto is a little better. But we can't just go by that. We have to see what Kishimoto is trying to get across to us; and that is, in fact, that they are equals.

That may be true but Sasuke is a much more complex and well created character than Naruto, whereas Naruto is just an archetypal protagonist

Kishimoto is TRYING TO SHOW THEM AS EQUALS CURRENTLY. It doesn't matter what you think.

(1) It's the end of the series, and their inevitable fight is approaching. They need to be equals for a good fight.

(2) They are the only two legitimate Hokage candidates, it's symbolic.
