There development was done equally. Is it that hard for you to understand? This is not DBZ where Naruto is super sayain 3 and Sasuke is super sayain 2. They are on the same level. Only difference is, that one has shown more feats than the other.

The whole equality thing, comes from the discussion that the Sage had with Naruto. He was upset with himself, choosing one son over the other (starting the cycle of hatred), instead of making them equal. Thus, he gave N&S equal powers.

The myth was born way before that U_U. Sage gave them half of his power on top of what each of them had, doesnt make them equals.

The fight will come to be, just wait for it a little more. Sasuke wants to change Konoha completely, Naruto wants peace by irrational and rather exceedingly ambitious methods. The two will never be able to truly collaborate.

Homage title is not the only reason. Killing innocents and subjugating the bijuu is enough for Naruto to take out suckske.

Now kishimoto may pull the fight back, but I doubt it at this point. I never thought there would be a final VS, but kishimoto went there so....

One thing is clear, Naruto does not die.
