Secondly, Naruto is basing his words off of the fact that they got inside each others' minds during their clash. Thirdly, the very premise that they can communicate best through their fists was presented by Sasuke. There development was done equally. Is it that hard for you to understand? This is not DBZ where Naruto is super sayain 3 and Sasuke is super sayain 2. They are on the same level. Only difference is, that one has shown more feats than the other.

The whole equality thing, comes from the discussion that the Sage had with Naruto. He was upset with himself, choosing one son over the other (starting the cycle of hatred), instead of making them equal. Thus, he gave N&S equal powers.

At this stage if a Naruto vs Sasuke fight happens,it would ruin the character development for Sasuke.Sasuke had taken a decision to protect Konoha and that's why he joined the war and sided with the Alliance.He had spoken with the previous Hokage and learnt about shinobis.He also spoke with the SO6P and saw what happened with Madara and Obito.

If at all they fight,it should be something like at the Chuunin exams since they both are Genins now

The whole point of the series would be lost if they dont fight...they would be the first generation of indra and ashura transmigrants that wouldnt fight and it just wouldnt make sensr...they were destined to fight...it was in the prophecy,naruto said they would fight,there's the the thing for hokage title,sasuke wants to incorporate a new shinobi system which i doubt naruto would let him,remember that picture that sasuke imagined in his head when naruto got torn which implies he wants to fight naruto...it was all foreshadowed and there are million reasons why they will fight....indra and ashura are like oil and water and i doubt sasuke and naruto are the only generatiob of indra and ashura that will go out in a peaceful way
