He's not a fodder but he technically didn't go up against the world because he only fought 2 ninjas. He prepared that technique ahead of time and was sitting in an area away from the action. I don't count edo tensei as part of his power and thats my reasoning on why he isn't all that powerful. My opinion is that edo tensei is not part of his powers for various reasons.

p.s. thats techically the only move he could do to harm the bros.

well how can you say someone with dsm isnt powerful? thats idiotic, thats like saying naruto in sage mode isnt powerful you can one hit people with jutsu or tai jutsu in sage mode.

He is stronger than your average ninja( debatable now because he lost a lot of power), but up against ninjas like madara, itachi, naruto, sasuke, obito, etc. he doesn't seem all that powerful. He was seriously matched up against the wrong people. Also dsm wasn't all that special, it was what he did to his body(all those experiments and human dnas he consumed and injected into his body) that made his dsm strong. Without all that he isn't all that powerful. Also because he tried to be someone else Izanami worked on him.
