Actually madara was given izunas eye that les to EMS he then took hashiramas dna and got the rinnegan from that. He obviously wouldnt have been that strong if it wasnt for those events. Hashirama is another story he was truly gifted.

I know this from manga feats... ONLY the strongest used Jutsu... and from the kage meet it was explained that villages developed more ninjutsu over the years
