The one who plans ahead the most? Yes. The smartest? Not necessarily. Being smart or intelligent is not about how far ahead you can plan in a long term, with time to think about it. Being smart or intelligent is about how far ahead you can think in short term, when everybody expects you to give up, or be defeated. In this case, though I would admit Orochimaru's intellect, I would still go for Shikamaru as the Smartest and most Intelligent, along with Kakuzu. Both of them.

After learning of DRS in fighting against the 3rd, Orochimaru was able to figure out a to reverse it in a matter of weeks. This was MInato's "invention" and arguably one of the most dangerous seals presented in the manga. This is pure intellect. Shikamaru is smart, I know this but he also plays according to his abilities.

I've read that statement about Minato "inventing" the Shiki Fujin, but where does it say on the Manga that he did? Also, what did Orochimaru figure out in weeks? That Tsunade could heal his arms? ... If something sealed by the Shiki Fujin could be healed so easily, why is Minato dead, then?

Whether Minato invented this or not, he is credited for the jutsu. Where in the manga this was said, I dont remember. That doesnt take away that that was HIS jutsu. SOmething that the 3rd learned from Minato. Orochimaru figured out two things, that Tsuande could heal his arms or the way he did in the latest chapter. He stated this long ago in the series, just indirectly.

Here Orochimaru alreadt mentions knowing another way to reverse the process, only a short time after finding out about the jutsu.

Whether Minato invented this or not, he is credited for the jutsu. Where in the manga this was said, I dont remember. That doesnt take away that that was HIS jutsu. And don't you think it's kind of dumb from Orochimaru to only have used this option AFTER so many years passed, and after dying twice? Or do you have some sort of theory to explain that?

After this he was forced to switch bodies earlier than planned since Sasuke took too long. Hence over the time skip he trained Sasuke, but was consumed. So, when was he suppose to do this?? Go to the village not being able to perform any jutsu to defend himself?? Nonetheless, none of this matters, the fact is he figured this out long ago, doesn't matter when he decided to capitalize on it.
