So lets get to it, those who read One Piece might have questioned this.
At Alabasta, Luffy says Vivi can´t save everyone but in Fishman Island arc when Noah is about to destroy the island he says he will save everyone.
Some might view it as hypocrisy but here is my answer.
To me, it could be simply because he believe after the two years that he had the strength to protect it and that nothing could stop the war of the rebels in Alabasta. Even if he was strong enough back then, he couldn´t stop the years upon years of suffering and hatred which eventually caused it.
That is my take on it, what do you guys think?
