I don't find this good story telling at all. Why Kishi even bother brought up all the hype in the first place but never utilize in the manga.
There should be the sense of threats in the "Fourth Great Shinobi War" meaning that any one that hold s importance of the story like should die and all the fight should be epic and intense.

Actually in Part 1 only we knew that Naruto was the container of the fox who can easily solo an entire village .... nothing changed really ... just less screen time ...
That's where you're wrong, even Naruto had the fox inside him, everyone strength is almost equal and its unpredictable, some can outmatched Naruto, while some can fight on par.

Having alot of side stories is alot better than having a repetitive of NaruSauceke. Other character tragedies would bring more fulfilling to the story.
Plus it can also progress the story so long if Kishi made a plot for these characters but even they don't the plot can still progress nether less .

Madara has No Interest In Peace, he had been sticking to his Masterplan ever since the fight with Hashirama. He's the type of dude who doesn't give a sht, he'll never get tnj, and he'll do anything to achieve his plan. A villain should consider the sense of danger to the story and that's what he should be doing.
If he get tnj, then this would be load of BS, after all he's been doing over 100+ yrs.
