Actually in Part 1 only we knew that Naruto was the container of the fox who can easily solo an entire village .... nothing changed really ... just less screen time ...
They all got neglected due to the fact of the power scale if you are not one of the following clan; Uchiha, Senju, and Uzamaki and Kage level + then everyone consider as fodder level.
Perhaps time constriction was the factor .... but its ok this way too .... we would have too many side stories that way ..... too much time consuming ...
