They weren't suited for him because they understandably weren't prepped. Look at Part One. Due to their being alot of participants left after the second stage, the prelimaries were held to reduce them down to single digits. This also allowed them to gain Intel on each others fighting style. Afterward Hurizen declared that the finals would be held a month later. Thus giving them to train specifically for their upcoming matches.
Meanwhile in Boruto, there was no such convience. Furthermore, unlike his opponents, Shinki was heavily trained by his Kage level Parent, stated to have been taught everything Gaara knows. Boruto & Sarada were garbage compared to him due to the aforementioned conditions.
Now imagine a Part One Chunin finals held like 1-3 days after the Forest of Death. Just giving the participants enough time to recover. Neji would have destroyed Naruto, Gaara would have destroyed Sasuke, Shikamaru would have beaten Temari then quit. Shino would likely beat Kankuro unless he uses that poison spray which would make it a tie. Maybe he wouldn't use it due to the audience and even if he did then Shino may be declared the winner due to being the last one standing. Or they would both be eliminated due to tieing like Sakura and Ino.
Nonethless, Gaara Vs Temari = Temari withdrawing. Gaara vs Temari Vs Shino = G & T whipping Shino then T withdrawing.
With no prep Gaara and Shinki easily win the exams and Dr.Proof fanboys and trolls all the salty bases.

It was out of character but shinki was stronger no question about it. Unless Sarada had chidori up her sleeve which she should have logically been able to use by now.
Sarada just learned the Fire Ball technique which Sasuke learned/mastered at 7/8, and she admittedly hasn't mastered. Chidori is way more advanced, plus she doesn't have the speed required, and her chakra reserves are considerably less than Sasuke's. Chidori was stated to require a massive amount of chakra.

She was low on chakra from creating 2 Fire Balls, 5 Lightning Balls, and using her Sharingan for a few seconds. Sasuke could use Chidori twice a day on top of using at least 1 Fire Ball (used it against Shikaku Gaara in the Forest), in addition to High Speed Taijutsu. Plus he chased after the Sand Siblings for awhile when they ran away.
Sarada lacks the skill and chakra reserves needed for Chidori.
