I really don't see why they say Kishi was inconsistent with the Susanoo if I have shown three instances of Susanoo being used without Mangekyo activated. It places strain on your body and eyes because your eyes are still part of your body. Plus the wording on how Susanoo is unlocked makes it seem more like they gain access to a new technique merely by having achieved the Mangekyo to begin with. Susanoo is like a bonus that uses your body. In mythology Amaterasu and Tsukiyomi were born from Izanagi's eyes while Susanoo from the nose so Kishi is keeping it consistent by allowing Madara to still use it cause you know, he has a nose? Talk to me when we see Madara use Amatarasu from his other eye socket.
