As for now, " strongest Raikage " perhaps.

lol and doesnt it also say kabutos invincible, deidara killed sasuke, kimimaros unbeatable, sasuke killed zabuza and tobi is madara? hiruzen being a god and strongest is HIS OWN VILLAGE'S OPINION. the rest thought hashi and minato were better, way better.

no he didnt. he barely wounded tobi who didnt even use genjutsu or izanagi and needed his wifes help to seal kyuubi
bee hadnt even gone to 8 tailed mode and minato wouldnt throw his life away to seal it. 4th raikage and bee were much younger. if they fought now, bee solos
how do you propose he defeat current tobi, kabuto or nagato

When Shinobi Alliance came to know about previous kage's resurrection, they were scared of Mu only, not of 3rd Raikage or 2nd Mizukage either.
So this pretty much establishes the fact that 3rd was not the strongest.
Also Naruto's Rasenshuriken was able to damage 3rd Raikage but due to 3rd Raikage's strong shield and high endurance, 3rd Raikage regenerated pretty fast because these both qualities compliments to 3rd's edo form regeneration.
Plus you are forgetting Hashirama, Hiruzen and Maybe Minato/Tobi too.

they werent scared of him probably cos only dodai and gyuki knew about him. shikaku wasnt initially afraid of muu either.and fear is a shoddy reason to say its proof

if we talk about the physical power, yes i guess he is the strongest..
but if we talk about all of ninja's skills at once (taijutsu,ninjutsu,genjutsu,intelligence,speed,and kekkei genkai maybe), i think he's not the strongest..the best are hashirama (definetely), madara, minato, second and third tsuchikage..

Madara has recently come back to life and currently beasting the kages(which makes him the strongest ninja atm) and throughout it Madara keeps telling them that the only one who can beat him is Hashirama.
now back when hashi fought ems madara, kurama made up for the rinnegan and mokuton(and possibly perfect susano'o). guess who won??? HASHIRAMA SENJU!!!! and yes the benifits of being an edo weren't made up for butthe power is almost the same.
There hasn't been a scene where Hiruzen has been beasting. don't even count the oro and 1st and 2nd, we all know th edo tensei oro performed isn't as good as it is now, and the 1st and 2nd weren't going all out, through out the fight it was low level ninjutsu and taijutsu based and the 3rd was struggling to the point of reaper death seal(and yes the only way to beat an edo is seal them etc but im pretty sure there were other seals he could use)
obviously someone f**ked up along the line saying hiruzen was the strongest and then showing and telling all these amazing feats Hashirama has done that Hiruzen could only dream of...U_U

you contradict yourself OP Hashirama was a kage... so the third raikage is the second strongest

Hiruzen was alive during 3rd Raikage time but was noted as most powerful of his time so he could take him on

Okay, you're right, but who's to say Hiruzen was even the Hokage at the time that the 3rd Raikage was in power? No one, exactly because each of the Kages give their position up either at will or death and since they didn't all die or relinquish their powers at the same time, i'd like to say that perhaps Hiruzen wasn't Hokage at the time... And even if they were, like every other village, i'm sure the Cloud Village would say he was the strongest of all the five Kage because he is theirs, just like the Leaf Village would say Hiruzen was the strongest of all time...It was said that the third hokage was the strongest kage out of the five kage at his time!!!!
