After Itachi used Tsukuyomi he was so weakened he could not avoid two shuriken.

He isn't activating Susanoo right after Amaterasu ( which is even more draining ), nor is he holding it enough to kill Ay.
This just shows that he becomes weakened after doing so, not that he can't do so. Especially since the things he did during his fight with Sasuke total up to much more than a simple Amaterasu and using a lvl 2 Susanoo.

Debatable. Naruto didn't said he is fast, but not as fast as his son. He said "all the Raiakges are fast.
Yeah, meaning they are all fast, but that doesn't mean that they are all the same speed.

No, it shows that for a few seconds after he becomes a complete vegetable since any half decent ninja could dodge 2 shurikens.

Add the fact that Amaterasu does more damage to the eye than Tsukuyomi.

Uh, no. Not any half decent ninja could have evaded those Shuriken, nor was it as simple as an attack as you make it seem.

Again, Itachi already did much more than this in the manga so arguing he can't do less makes absolutely no sense at all.
