In short, Hinata's a side character who's story has nothing to do with being on par with Naruto or Sasuke, while Sakura is a main character whose story is of her attempting to be on par with Naruto and Sasuke.

Yes she is . Both of them have character development but Hinata is more unique character compared to Sakura.

- Sakura is still submissive when in front of Sasuke while Hinata isn´t . This is clear with Lady Byakugan post where she throw Naruto out of the house.So no development for Sakura here.

- Hinata actually has background story unlike Sakura ( all this regarding Hyuga clan).
