Even with Hinata + Sakura is the 2nd strongest in the hidden leaf and the strongest kunoichi alive so power-wise she's still the best female. Usually, it would be Sasuke saving Sakura but in this case sakura stuck to her word, displaying immense skill and saving Sasuke.
Other girls don't matter because they're not the main heroine. Not Hinata, not Kushina, not Himawari, Mikoto, Karui, Ino, Mei, Tsunade, and any other. Sakura is not only the heroine, but her goal was to be on par with Sasuke and Naruto, yet both as a heroine and as her own character, she fails on both ends.
In short, Hinata's a side character who's story has nothing to do with being on par with Naruto or Sasuke, while Sakura is a main character whose story is of her attempting to be on par with Naruto and Sasuke.

Big difference Sakura's power difference from part 1 to part 2 is significantly bigger than any of her peers and various other characters.....
1. Her peers are side character, stop bringing them up in power scale comparisons. She should be compared to Naruto/Sasuke/maybe Kakashi.
