A filler episode is any episode that is not animated based directly on the manga. However, they can be canon as long as they use manga as reference and don't contradict the manga anyhow

it was not made by kishi or apart of HIS original work. It is just a animators licened fan-fiction

Some people are thinking it as a made up story

They're not made up story. Everything in that episode serves as a backstory or flashback which was not portrayed in the manga. Kishimoto can't cover every character in the manga because it would take too much time. These filler episodes are based on actual events that happened in the manga. Danzo stealing shisui's eyes is not made up.

Just because Danzo stealing shisui's wasn't drawn in the manga, doesn't mean it can't be animated. If you have the story untouched, then the animation is canon

Anything the anime makes that has not been depicted directly in the manga is filler. The events may be a depiction of events described in the manga; however, many events depicted have not been seen in the manga. Thus they are filler.

This filler arc filled some holes left in the manga. I can't quite believe if someone say Kishimoto didn't involve at all. Maybe he gave them some inputs at least.
