Itachi, Danzo or even a simple crow are able to cast Shisui's Kotoamatsukami just by having his eyes. Sasuke himself has Itachi's eyes currently. So there is no reason why he could not use tsukuyomi. If he really couldn't use tsukuyomi, then it would be shame on Sasuke's side since it would mean that a crow is more talented than him xd
Normally he should have Itachi's Susanoo items as well, but since it's probable that those items are not Itachi's eye powers but instead items Itachi found somewhere, it can be a possible explanation why he doesn't have them
