It's true. It exists no ninja in NV that Minato can't beat, not even Edo Madara. He like no one has a counter for Shiki fujin. In fact like Sarutobi says here, the God of Death is invisible, only visible by those who form a contract with him:

And in the contrary to Sarutobis version who was a beginner with the technique(it's Minato who taught him that), Minato can use the God of Deaths hand even by far distance, and he was even able to seal half of the almost unlimited Kyubis chakra, this huge body of chakra part of the Juubi and created by the Rikudoo sennin himself, all that in an instant:

When you add the fact that Minato is the fastest ninja in this manga, almost untouchable because he can teleport everywhere his markings are in an instant, with an invisible and long range attack like Shiki fujin, he has almost no chance to miss

So, yeah Minato can beat everyone in NV, Madara included.

Nope, Sarutobi needs to catch his opponent to actually perform the technique. Like i've said, he wasn't that good with the technique. You can even notice that he is surprised when he sees the God of Death, because it was his first time to see it. In Minatos case, there is no restriction. He can perform it by far distance if he wants without touching his opponent
