Whether the Rinnegan was awakened before or after the Juubi was sealed inside the Sage is a moot point, but, its almost a certainty that his two sons were born After the Sage became the Juubi's Jinchuuriki, hence the innate presence of the Juubi inside the Elder Son awakened by hatred.

The hate came from the elder son, not the juubi's the emotion of hate awakened the feral evil that is the juubi's by feral evil it means animalistic feral, evil that is intrinsic in The Juubi not necessarily brought forth by malicious intentions or feelings. It is the hatred of the Elder Son in conjunction with the innate feral evil of the Juubi that awakened the present day Sharingan.

Juubi has no consciousness and it's a mass of natural energy, maybe it is due to persons having strong feelings, that juubi chakra affects them on a negative way, like juugo transforming with natural energy and becoming crazy all off a sudden.
