Depends if 3-eyed Madara can even be called or considered Madara as it he fully was resembling Kaguya at this point... I believe Kaguya was already acting inside Madara.

Anyway Hagoromo is more skilled one, also hagoromo's Juubi had Yang Kurama as well, Madara's Juubi didn't .

JJ Hagoromo is close to Kaguya, but how close and if above or not it depends mystery until we see him in action in flashback or something.

madarA also had shinju along with juubi thereby he surpassed jj hag. bt kaguya > madara which further proves jj hag was not near or above kaguya
