To start off, I don't think Sasuke's Revolution will last one battle.
A revolution is something that lasts years and I believe that it will drag on and be the focus in "The Last: Naruto the Movie."
What I expect to happen is reminiscent to Arthurian Legend and the quarrel between King Arthur and his bastard son Mordred.(in one of the interpretations)
Quick Backstory of the King Arthur Anology
King Arthur left Lancelot in charge of guarding his wife while away on the search for the Holy Grail. Once he came back, he and his court found out about the adultery between Guinevere and Lancelot. This caused an uproar in the court.
King Arthur plead by saying that no harm was done and forgave Guinevere, but Mordrid insisted that Guinevere broke the law and must be punished because if everyone is equal in Camelot, then Nobles and Kings should be no exception to the law.
In the end, Lancelot saved Guinevere but with the help of Merlin who put out the fire before Guinevere was burned by making it rain. Mordrid obviously said that King Arthur did not keep his word and that Camelot was just a lie.
This split the court and the kingdom in two, having one side follow King Arthur and the other follow Mordred, which lead to a civil war.
So as you can see, I believe something similar might happen. Sasuke will appeal to the Shinobi alliance, saying that Naruto's dream is nothing but a hopeless dream and what Sasuke seeks to create is real.
He will tell everyone about how the existence of the Bijuu and chakra unleashed the Juubi and gave rise world strife.
Naruto on the other hand will try to rebudell by saying that everyone can live peacefully and that they need to just try.
Sasuke will keep on saying how as long as the Bijuu exists, men will always seek their power. Because of this, cataclysms such as the Juubi's Revival will always reoccur.
Sasuke will also say that he lost his family to the shinobi way and wants to make sure something like that never happens.
This will split the Shinobi Alliance in two, having those that follow Sasuke and those that follow Naruto. This might lead to Civil Strife in the world.
