Not quite. While it is incredibly difficult to do one handed, it still is incredibly hard to have that perfect shape manipulation. Remember naruto in with no clones could do 2/3rds of the rasengan. Also it has been said before that it is highly unusual for someone to have enough chakra to be able to make visible chakra.

Narutos rasengan is a b rank jutsu or higher.

Kakashi can do it one handed and he was known for his low chakra reserves

Yes, probably is. Kakashi and Jiraiya can do it one-handed, Minato made the technique and children like Naruto and Konohamaru can use it. However, I think you need to have an inherently large chakra reserve.. not too long. For example, I doubt a sick Itachi could abuse it if he knew how to use it. Minato, Naruto, Jiraiya obviously have quite large chakra reserves, Konohamaru is a Sarutobi and can use Multi-Kage Bunshin no Jutsu and Kakashi could abuse Kamui meaning his Chakra Reserves are huge at this point.

Minato made the jutsu but never completed it, meaning he was intending on experimenting with it. In the games he can do it with one hand, and so does Jiraiya. It is possible, but Naruto has been using external sources to improve the Jutsu not his control and rotation over the technique. I get what you are saying, but he doesn't have the prowess Minato or Jiraiya showed with the Technique. Yes he can beat most anyone with it, but that's because he has made it better using Sage Mode and KCM/ BM and not because he is learning how to control his chakra, he just has tons of it.

Kakashi was known for having low chakra reserves back when he was showing off rasengan, so I think my point still stands that you don't need a lot of chakra.

Naruto and konohamaru are the descendents of kage. just becuase they learn a tech does not mean it is easy. In theory evryone could learn to do this but this does not mean that it is easy. they would need proper training and would most likely take them a large amount of time. Iam also sure many ninja don't have the skill or the determination to pull this off.
