No. Just because his hair spiked up a little in the back does not mean he was moving faster. Their is no version 2 of the raikages lightning armour, this was all for dramatic effect in his fight with Sasuke. Shout out to DBZ.

OK, let me see if I understand this.
You say that Raikage A from the 5 kage summit is faster than Minato during the 3rd ninja war. These situations are seperated by at least 16 years. The raikage got faster during those 16 years while Minato was busy being dead (and inside Naruto so he could seal the kuuybi
BTW in the last manga page you showed us, the raikage to be (A) says: He avoided my full speed".

what r u driving at? did u even consider if Minato used his fastest speed... I mean Minato was dodging Raikage's attack with ease and also, if u see the fight between Minato and Tobi in the Anime from ep236... U will see that Minato actually has more than level 1 too cos he used level at that point and Kishi in the Manga never told us Minato's highest speed so what u r saying my friend is pointless cos u cant prove it, u can only accept what Kishi has told us. I don´t see or understand how this can be a debate, A himself has stated in more than one ocassion that Minato was the fastest. He admitted he couldn´t touch the guy, if he was not using his FULL SPEED back then he wouldn´t be praising Minato so much.

I'm not gonna hate on this theory..although I honestly don't believe it...and I don't really care much for minato anyways. He's cool but I like some of the lesser characters from the manga. What gets me is this...Why do people say there's a a v1 and v2 of his lightnening armor. Does it say it some where in the databook that there's a V1 and V2 of his lightnening armor? Is it ever stated in the manga that there's a V2? Am I missing something? If stated in the manga and/or databook I'm sorry I must have overlooked it and I'll admit fault, I'm not trying to diss anyone. However if it's not then I find it rediculous to say there's a V1 and V2 lightening armor. I personally think it's all the same. So what if his hair spikes up?? This isn't DBZ..I always viewed his hair standing up at certain times as if he was just preparing to attack, gathering up a big boost of lightening nature chakra. I don't believe there's a v2. Sure I believe that the moe chakra he puts into it the faster he can go. But I do believe that we've seen his max speed against both minato and naruto imo.

Raikage: "You're the second person to dodge my top full-speed" refering to Minato as the first one. He fought Sasuke before this moment, but didn't actually consider that Sasuke dodged his speed which means he didn't use his full speed at that moment against Sasuke
