[Theory] Theory on Dressrosa, Rebecca and Toys

I never said he should be careful with the toys themself, but with the person who has the toy toy DF. One toy even got thrown away this chapter. Just look it at this way, if one toy dies/breaks/runs away Doflamingo can just let said person make another toy. But if said person (the guy with the DF) dies/gets caputre, Doflamingo won't be able to create new toys.

Yeap, but the toys can easily lead an enemy to the fruit user who's creating them.
Indirectly, not controlling good the toys, is exposing their creator to threats. If a toy speaks, someone could easily find his/hers whereabouts.
In this occasion, when DonFlamingo knew that the Strawhats and Law where about to come to Dressrosa, he didn't predict that a toy could easily attract their attention and reveal more things than it should. This is a mistake/miscalculation from DonF. side that is exposing the toy fruit user (this dude needs a name) to danger. He was very careful to mislead the Strawhats in other ways, yet he left all toys wondering around free. This makes the value that DonFlamingo puts on the toy devil fruit user debatable.

Just check some of the pages, there are really a lot of toys in Dressora. I don't think Doflamingo can ''control'' all the toys there. And locking them all up would interrupt the normal flow of Dressrosa. The normal citiziens are friends with the toys. There would definitely be commotion if all toys were suddenly taken away. Though, I get what you're saying, but sending out the Toy Toy fruit person to the enemies' place is a way more of a reckless move. I still think that Doflamingo values that person a lot.

Not confirmed dead. The only thing you make that assumption off is the fact that it showed Monet in one panel coughing blood, then a heart being stabbed by CC. So, the most logical assumption is that the way Oda portrayed that scene was done in a way which would make his viewers think more than twice about what it means (as Oda loves to do); and it's simply two-way illustration. Since it shows a stabbed heart and then Monet coughing blood - no death is shown.
And since this is Oda's work, and since this is One Piece, and a real death in OP is when we actually see them die - ala WB/Ace (unless it's a character who can provide no relevance/minor relevance to the plot and Monet isn't someone like that).
Pell is a good example of this: he survived a 2.5km nuke and him living brings no meaning to the story.
Moreover, for all we know, Law just lied to everyone and actually gave CC the heart of someone else (perhaps CC's subordinates' heart). And the only reason Monet was coughing blood was because she finally started to feel the after-effects of having her body being cut in half by Zoro.

why would they be under the ocean? she is obviously around , either flying or in the ship

i believe it is forshadowing that monet is still alive and is possibly following the Strawhats.

This is further consolidated by the fact Chopper was given a small bit of paper ( possibly a vivre card ); he didn't know who gave it to him. The next panel was of Monet.
