Rinnegan requires time to activate even if you have senju and uchiha powers. Obito is a recent jinchuriki:he needs more time.

The question for all of us is : Why did the juubi wanted to destroy the world what caused his hatred. This is a unknown question. That the reason i hope to see a flashback Soon or later.

I think it are humans who caused his hatred. Wich forced Rikudou to seal him inside the moon and himself. This little hatred is passed down to to the elder son Wich caused the Sharingan evolution.

Wich does not mean this curse cant be breaked. Look at itachi and Shisui.
