Before Deidara and Kakuzu left their villages they stole their hidden jutsu, so clearly it is possible. And with Hiruzen being one of the most loved hokage and one of the most constructive when it comes to jutsu, it's likely that the clans liked him enough to teach their secrets to him, or he was resourceful enough to learn them by sight, like neji could.

I'm really not much of a Hiruzen fan and I think he is often overrated, but I'm not one to ignore facts and possibilities.

Who knows...since those techniques aren't kekkai genkai, he might be able to use them. Anything is possible. And the sarutobi clan did have a special relationship with the yamanaka, akimichi and nara clans - those 3 clans have mastered rare techniques for generations have teamed up and worked together. To strengthen their unity, the sarutobi clan gave the members of those clans special earings....

No, he can't use any hidden jutsus cuz hidden jutsus can only be used by members of certain clan

I think Hiruzen was called "The Professor" because he knows every jutsu in Konoha, not mastered. That's why Oro wants to get sharingan and evolve it.

I doubt it. And where'd it say he mastered all of the techs.? I was aware that he knew them.

He knew and able to use every technique in the hidden leaf.. That includes hidden jutsu.
