He's not really weak, but rather just featless. Saying that he's weak would be the same as calling Tobirama weak.

Zetsu can serve many uses here and isn't a battle type. Yet his black half has shown itself being capable of combat if needed. But he didn't exactly last all that long.

Hidan is purely a shinobi made for combat and has literally one jutsu that does take time to use and can be countered without much trouble. Though, his immortality does give him some shock factor and an edge.

Hidan is the most useless shinobi in the Akatsuki. But Zetsu would fall under weakest.
