Personally I think it is Gaara's father, the 4th Kazakage. He was so weak in his fight with Gaara.

Mei has shown the weakest in terms of resolve.

Yagura may have been noted as a perfect Jinjuriki, but it was seen out of his body (also put in Rin and when captured) and he was manipulated despite this status. Given low feats.

Gaara's Father has the least feats, and only seems to be Gaara, but with a lack of known scale.



However, they all generally have abilities that can go well against other Kage, and as Kage they are obviously all strong.

Most of the members believe Kage = fighting. Pathetic. Take away sand from Gaara, you have a shinobi with genin level skills. Yet you compare him to people who do not rely on solely 1 thing and actually has taijutsu skills and etc.
