well when the kyuubi was set free, the two elders were out in the battle field along with hiruzen. They didnt have to do much. Whatever action they had was taken up by hiruzen when he pushed back the kyuubi with his staff

Not everything is about strength. They were elected as elders because they are wise and have experience. They could be strong, they could be weak but we don't know.

OP: Hiruzen is strong enough as a leader, both physically and mentally. What he needs is trusted advisers who are not hiding agenda. Being his brother and sister in arms, who better to fill that role? You can see Danzo's full of agenda in everything he does or says, so whom do you suggest could do what they do?

In their prime they were above Indra and Ashura. Just like Prime Hiruzen's being stronger than Hagoromo.

They could be strong ninja, but
they were involved in a lot of ninja issue and possess valuable information during their life-time
so they must be protected (at all cost) and able to continue provide strong advise.
