Tsunade is strong? Sakura is strong.. The elders are weak. They don't do jacked shit beside complaining and thinking they can move the town according to their will. Just like politics in real who can't do jacked shit by their own.

Not everything is about strength. They were elected as elders because they are wise and have experience. They could be strong, they could be weak but we don't know.
