You have to make a request in a village...For example me,i made a request for joining Konoha...And it was accepted,then i followed some steps(despplay me as a member of this group,in User CP) and i did it...Follow this steps,they are gonna help you a lot:

User controlpanel > Edit your details > First should be custom title and press reset button and teh bar will start showing

That is the normal one if he already has accepted to a village and he click in the button "Display me as a member of this group"..He doesnt even sent a request to a village,so he need to sent first and then he has to do all the things that we say now...
