Clearly the old man. And all of these who was using it against Juubi in that Shinobi alliance combo. And there were people using it in part against that attack on Konoha. So possibly it was another sarutobi chunins or idk.

So Sarutobi clan should better develop their own fire style jutsu if they have affinity to it and stop trying to using something that's not even close to what Uchiha can do with fire.

Hiruzen didn't copy any techniques from the Uchiha Clan, unless you can name one. Neither do the people using it on the Juubi or Asuma.

Sarutobi can't perform their own fire style jutsu. How sad is that...
