I doubt it. I don't think that Kishi had transmigrations planned for a long time so there will always be some inconstancies. For example: SM Hashirama and EMS Madara are arguable = or > BSM Naruto and EMS Sasuke, but they never met Hagoromo, yet BZ stated depending on power a transmigration could meet Hagoromo.

That fact of mine may be used to cover the plot hole, and Hagoromo stated the reason why naruto could summon him in the episode they met+ I don't think 16yrs old hashi and madara>naruto and Sasuke
