I believe Itachi would beat Jiraiya quite easily if the two were to fight and itachi had full intent to kill. I truly think that there are 2 possible reasons as to why itachi told kisame that, one... itachi truly thought jiraiya would put up a stalemate and overestimated jiraiya(itachi praises his enemies and other shinobi's and is more likely to overestimate people than underestimate) or the 2nd reason which is more likely in that itachi simply did not want to fight and kill jiraiya one of the legendary sannin of the leaf. Remember he loved the leaf village and its shinobi and deep down did not give one **** about the akatsuki's goals, so he probably made up that excuse to convince kisame.

It was already proven that Itachi wasn't there to fight and he wanted to have a reason to leave. He was specifically there to threaten Danzo with his presence, not to kill.

He fought Kakashi and Sasuke didn't he? did he know Jiraiya was going to get Tsunade to repair Kakashi's damage mind? no so that's no excuse.

Note how kisame stated he couldnt take kyuubi on but itachi might have, whilst itachi said that it still would be hard fight even if they had numbers.
When they changed subject to babysitter (jiraya), itachi said however he has the weakness.
