Mifune is notable. I want to see more of him though.

I also did not add anybody with any space-time techniques as that is totally different from speed. Someone with no raw speed could do it if they learned it, so Tobirama didn't make it on the list. If they used a technique like the Kyuubi cloak or Hachimon Gates, that is different because that actually increases your RAW speed.

Edit- Forgot you said alive when I put Deva Path but I won't change it because I'm too lazy to re-number it again. So I guess it's my top nine.

They are in my top ten but I think you are overestimating them. There is no possible way the gates makes Guy and Lee as fast as Bee when Bee is using a bijuu cloak. Just no possible way.

there is no way minato, or itachi's base speed is faster than A, mifune, lee, and guy' base speed. If minato could have dodged A's punch without ftg he wouldve done it. mifune, lee,guy only trained in base speed their whole life.

if you include dead Ninja then Minato is the fastest followed by Raikage and Naruto then madara , Madara's space time jutsu is advanced but not the fastest
