Restrictions :

1. Plot no Jutsu and Talk no Jutsu along with Naruto's Sexy Jutsu.
2. Madara or Tobi can't summon any Bijju [Tailed Beast]

Hizuren in his prime= really powerful but i dont think he can match up vs any of them if shusuis Koto is Already used then he can beat him ( i think). Itachi vs Hizuren really hard to judge.

Kakashi Weakest (mentioned here)

Naruto KM >< Sasuke EMS we dont know which one is stronger.

SM Jiraiya, Beats Shusui at the best,
dont go with ( Jiraiya Stronger then Itachi) we all know thats not true.

Minato unknown, Equal to itachi or stronger.

And the Location....Amaterasu doesn't work on Sand and that automatically settles the overrated Kirin!!
