Do you mean individually strongest, or crew included?
Individually it's kiado...
Including crew and all yonko might..I think big mom puts up a really strong showing. I think it's safe to say she has the biggest fleet, spanning several kingdoms everywhere. The alliance's brought on by her children and marriages etc..
*Side note I don't think we know much about shanks and his fleet potential so he is still a ?*
