Don't know why people keep saying Kaido is the strongest just because it was directly confirmed in the manga & by Oda himself. That isn't a valid source.

Individually it's kiado...
Including crew and all yonko might..I think big mom puts up a really strong showing. I think it's safe to say she has the biggest fleet, spanning several kingdoms everywhere. The alliance's brought on by her children and marriages etc..

* And by the end of the series BB will be the strongest both individually and as a whole pirate fleet, he's off panel building tremendous power*
