Juubi Obito is the strongest due to the fact that it has enhanced senses and speed. Obito as the Juubi jin was able to counter FTG while Kamui Obito couldn't. Juubi Obito would essentially beat Kamui Obito mainly because Kamui Obito wouldn't be able to consistently react to JJ Obito to the point where he can go unharmed.

The only way to beat Kamui is careful timing with a powerful and better reflexes than Obito (which says a lot since Obito dodged Ei with ease). You're also talking about an Obito in a weak state, BZ Obito doesn't exist unless Obito is practically dying. It's not smart to say he will constantly dodge the barrage of attacks that JJ Obito possesses and then pull off a final blow. As a matter of fact, Obito himself came to realization that he wouldn't be able to dodge the attacks much longer and needed Kakashi's help so that he could go help Naruto.
