he is the strongest version because he can still use kamui even though hes a jinchuuriki. although he obviously has less chakra than juubito that doesn't matter because kamui easily makes up for that shortcoming and he has 9tails and part of the 1&8 tails supplying him chakra.. not only that but

Juubi Obito is the strongest due to the fact that it has enhanced senses and speed. Obito as the Juubi jin was able to counter FTG while Kamui Obito couldn't. Juubi Obito would essentially beat Kamui Obito mainly because Kamui Obito wouldn't be able to consistently react to JJ Obito to the point where he can go unharmed.
