I think naruto is the strongest: KM, BM and SM modes, multiple shadow clone, rassenga/rassenshuriken, summons, and his ultimate justu that no one else has talk no justu ...... Hahahaaa

Hm, to back up too? Ok here is my thought:
Ino: She has chakra hair trap technique, Mind body Switch Technique, Mystical palm technique and also uses Tantō but I believe there are more jutsus in her arsenal. She is a beast.
Sakura: Chakra enhanced strength, Chakra scapel, cherry blossom impact, Delicate illness extraction technique, Mystical palm technique and lot of tools such as antidote, poison, sleeping gas bomb and Tanto.
Tenten: she has few jutsus including generic sealing technique and plenty of tools almost all kind of tools and don't forget hashirama was tool's fan-boy too.

There are more but I think these are the strongest ones.
