To make it look even worse for the Sound 4, the Genma and Raido's team just finished a very long mission and they complained about being tired:

And it's shown that when Jiroubo trapped them, they were able to go on ahead and avoid fighting, thus being able to recover. Jiroubo recovered by absorbing their chakra, as noted here:

So not only is it pathetic that they needed cursed seal level 2 to beat 2 more or less fodder jounin, but they couldn't even beat a bunch of genin that had a good portion of their chakra absorbed.
Sound 4 is a joke in the grand scheme of things.
I can't imagine how much they would have shit their pants if Kakashi or Gai, even by themselves were the one to encounter them instead of Genma and Raido.
Okay thanks for clearing things up but the fight between the sound four and the two jounin was rather quick. We don't really know if they actually need the CS2 to beat those jounins but it is just an opinion from a character in the manga. Raido and Gemna are probably on a level similar to that of Asuma or even part 1 Kakashi so they aren't fodders and helped fight Muu (very powerful kage level ninja). Gai or Kakashi would be put under a sound genjutsu and then have their organs eaten by Sakon and Ukon. Together they stomp though. Talking about part 1 versions not part 2 because power scaling is different.
