Totsuka only seals what it pierces, not slashes. So far the only people it hit were stationary. Hitting a moving target is completely different. Itachi couldn't even hit Kabuto aside for his horn.


Yata Mirror only protects you from all attacks on one side, not all angles.




So he has no way of countering against Chibaku Tensei, PS, Amaterasu(spawns on target), Bijuudama, Kamui, Water Dome, list goes on.
