He was the leader of Kirigakure as The Second Mizukage and heils from the Hiden clan The Hōzuki clan. The Second Mizukage is typically laid back, jovial and has a somewhat carefree attitude at times. He is also very charismatic and not averse to praising other people in their skill or techniques. In spite of this carefree attitude towards the particulars of his own circumstances, the Second Mizukage still expresses deep concern over the fates of the shinobi originating from his own village. At times he can be short tempered usually when in the presence of his Mu the Second Tsuchikage whom during his lifetime he had an mutual enmity with which ended in both men killing each other during battle. From this rivalry, he knew Ōnoki when the latter was a child and had constantly picked on him .
The Second Mizukage's Abilities:
As being selected to be a Mizukage it thus stands to show the level of his skill making him a immensly powerful shinobi. He is a user of the Yin release which makes him a capable Genjutsu user making him capable of performing Genjutsu techniques alot more easier.(Note this does not qualify the widler to submit custom Yin techniques) Another indication to his abilities with genjutsu is his summoning contract with the Giant Clam. This Giant clam also uses a special genjutsu technique that creates a mirage of the clam and the summoner infront of them making it hard to their targets to properly fight them. The Second Mizukage is also proficent in the use of the clans Hiden Technique, the hydification technique, which allows him to freely change any part of his body into a liquid state. His own personal usage of this technique is also a indication to his power as unlike other Hozuki clan members his own liquid change takes on a oily like state allowing him to easily overcome many of Gaara's sand techniques. The Second Mizukage is also proficient in the usage of water element allowing him to perform water release technique with less hand seals than an ordinary ninja. The Second Mizukage is capable of creating a clone clone made from the oil and water in his body. The water in the clone is surrounded by a thin layer of oil that resembles a chibi version of himself once completed. Due to its structure, the clone's temperature can easily be altered to cold or hot. When it exerts itself the outer layer of oil heats up and evaporates the water inside. As the internal pressure builds, the clone expands until it explodes and the water vapour is released. This vapour then cools down as it rises and as a result, turns into hail which cools the clone, causing it to shrink to its original size and start the entire process again. Despite its size, the clone itself remains very fast throughout the technique, which not only allows it to heat up very quickly but also inflict damage using an axe-like liquid blade that forms on one of its arms. However, using this technique leaves the Mizukage in a very weak and vulnerable state.
