Bias? For Orochimaru? lol? Unfortunately I don't care for the character enough to be bias

Who was the one famed in part 1 to have a ninjutsu arsenal famed to eventually rival Hiruzen's? the one who dedicated his life to learning jutsu? Orochimaru
If that's not enough you can simply add up their Databook nin, gen and tai scores. Orochimaru comes out on top
As for intelligence databook wise it's only between Tsunade and Orochimaru. Tsunade is a specialized ninja. This is another no brainer as well. We know who was praised as the genius come once every decade.
Strongest Sannin, Once again , no brainer, Jiraya and Tsunade can go up against Zetsu Dna enhanced Orochimaru with edo tenseis and potentially both lose
Jiraya wouldn't be able to beat a serious part one Oro with non full power Hashi and Tobirama to begin with
If we're talking about who's the best teacher, then it would go to Jiraya who has produced exceptional shinobi

As you already mentioned, both fought and guess who won? I don't see Orochimaru in a green jacket.
Jiraiya already had SM at the time given that he went to Myuobuko (whatever that place is called.) before he even met Nagato.
And I'm pretty sure Orochimaru clearly stated that he was always superior in the Sannin showdown.
Not to mention that Orochimaru has constantly been improving himself while Jiraiya focused on his books instead.

Guys, although I am a fan of Jiraiya, it is like one of the signature's of a member on the Narutobase says:
Orochimaru doesn't always die, but when he does, he doesn't!
OT : This is a difficult question to answer. Both Jiraiya and Orochimaru are insanely skilled ninja, and to choose
a winner based on what we have seen so far is for me difficult to do.
But, as a team, the Sannin are close to almost being unbeatable. One is a Hokage, and the other two sure as hell
would also have been Hokage were it not for Jiraiya refusing it and Orochimaru being a little bit Crazy.

Jiraya is the strongest sannin simply because he is the only one who was a step ahead the other by mastering SM, which is the counter-part of MS, mentioned to be comparable in strength with Itachi, who was stronger than Orochimaru(second strongest sannin). Tsunade takes the third spot
