Yes it is. Show me any other normal ninja capable of levitating/flight(besides oniki an co). Naruto still has RSM, SP didnt want to spoil/or couldnt implement a recent powerup in a film with years of development easily. When Naruto ues RSM in PT3/Bolt movie you idiots will back pedal as usual.

RM gives him more power than just flying. wheres his cloak? wheres his TSB, its been 2 years he should have more, wheres his cloak and sensing ability?, base RM naruto dodged limbo, in the last we see naruto getting hit by laughable attacks. naruto was never shown touching with his own hands one of toneri's watered down TSB either, he was just blocking them with rasengan.
