i think i know how rinnegan is achieved, either you have a uzumaki body and obtained a uchihas eye or vice versa, and of-course steel a rinnegan, like tobi did, gave pain a sharingan so it would turn to rinnegan, and steel it. another proof is that the current madara has a part of the first hokages body. which meens, uzumakis body + uchihas eye(or MUST BE EMS) = rinnegan. xd

Hold on there a minute After madara sasuke is the only person who has ems so if rinnegan is next step of ems then who gave nagato rinnegan

Good theory ,but one problem i can think of is (edo) madara knew all the powers of rinnegan right away , without any practice.
This would also mean that sasuke or naruto or both can achieve rinnengan .
(and all they have to do is exchange their eyes and also sakura can do the operation perfect!)

Of course, tobi wouldn´t let a pair of legendary eyes rot in madaras body and so he took it and gave it to nagato.
