That does sound true, I thought the ash would be combined with the wind since it's same distance/source and not to mention he did say he combined it. Though it was gunna combine he used fire to kill the wind before the ash got to it and I understand more. Sorry just observing your match. Also if it did combine the fire would enhance the tornado to a point that it's no tornado anymore and would just be a fire attack which the wall could block. Either way both are safe, you got your summon and he shot out needles that you need to block.

You manipulate wind with your chakra and make wind with your chakra by doing an action I.E. Move your hand in a direction. Either way he used WIND not chakra.

There are only two ways to combine attacks
1: The opponent allows it and doesn't intervene (while normally he has the chance for that).

2: Make clones and let them use jutsu's at the exact same time.


About the battle: TCS you didn't said he couldn't use S-rank jutsu's, so he did nothing wrong.

Edit again: For using the Toad Oil Flame Bomb you need to post the jutsu for oil (or at least say it) and it counts as one of your three jutsu's.
