This is my theory on what I think the rankings are in DD crew and the abilty of all his comanders
Special Ops Division unit(Rankings not completely based of strength but ability to complete missions outside Dressrosa)
Commander Picca-He's the strongest person DD can dispatch to do a mission outside of Dressrosa
Graddius-To me he is an assassin like Baby 5 but way stronget
Buffalo-He is important to special ops because of his ability to fly he can take Picca or Graddius on missions)
Baby 5-Weakest assassin DD can dispatch to do a mission
Army Division unit(Rankings solely based of strength and battle prowess
Commander Diamante-He is trusted by DD to beat Luffy and win the tourney(protecting the Mera Mera)
Lao G-In charge of protecting the factory
Machvise and Senor Pink-In charge of protecting entrance to the factory
Dellinger-In charge of killing Bellamy and getting back to protect the factory
Special Division unit(Rankings not based of strength but how valuable abilty is to DD strategy or goal)
Commander Trebol-He is the commander because he has a battle capable special abilitie(See his DF power below)
Sugar-She is ranked the highest because her ability is more valuable to DD with the toys and memory wiping. If she gets hit it ruins DD plan and he has to flee Dressrosa. Thats why she is protected
Violet-Her ability is more strategic because she can see people coming into Dressrosa from miles away
Jora-Her ability is the least useful to Doflamingo
Special officers(Stationed outside Dressrosa with goals from DD)
Vergo-Was undercover in the WG and he's very strong
Monet-Sent to moniter Caesar clown on PH fairly strong

Role on the crew:I believe Law was the doctor of all the commanders in the crew and his job wasn't mainly fighting. His devil fruit is based of the heart seat because he can take people hearts in his room. I'm only showing Law even though you no his DF because there is a card theme

Role on crew:As stated in chapter 732 his role is protect Trebol. Because of the special protective ability of his DF he better suited to protect her than Diamante or Pica. Because if anyone try to get close to her he can sticky up the battle field an trap them. I picture him to be a glue version of Magellan in terms of how his DF is used
Another reason why he is commander of the Special abilities is becasue Sugar,Violet or Jora can't fight but with his abilitie he can. He can get trap people with his Fruit so Sugar and Jora can use their fruit to the best of its ability if it makes any sense to you.

Notice how sticky resin is. But it is also very thick giving a logia based ability paramecia traits. Because he can stick anything its almost a blessing and a curse

According to Google and the wiki:a spade is a tool with a sharp-edged, typically rectangular, metal blade and a long handle, used for digging or cutting earth, sand, turf, etc.
Role on the crew: Its obvious he's the dirty man for DD. If anyone isn't complying with DD outside of Dressrosa he can dispatch Pica to handle them and do missions. His devil fruit relates to digging or the the earth and thats a special op trait.

My opinion: Diamante seems very confident that he can win the tournament. But I can't see it because of the amount of beast he has to fight. But what if he could fly and fight similar to Marco it would be a very interesting fight because Burgess nor Bart can fly). He would be fast in the air and have great COO haki and all other haki's.
